https://community.logitech.com/s/question/0D53100006lchv5CAA/google-home-outside-us :
These are my steps to make Harmony and Google Home work together outside US
download harmony app for windows
from the harmony app select language: english and region: united states
(careful. you need to change both. language and region. both.) (you can change region inside the app. you can change language doing a logoff and before logon choose different language from drop down menu in the login screen)
connect the hub to the pc
change the name of the hub to someone you can recognize
sync directly from the pc to the hub via usb the new settings
disconnect the hub from pc and put near tv
(try to use it with the remote orthe remote phone app to check all is working fine)
from your phone open google home and connect to harmony service
(now you can see all the activities on google home but you cant voice activate them in your own language - only works english comands)
if you want to use your own language go back on the pc and create and IFTT account
connect it to google assistant service and to harmony service
(be careful - if all works fine during connection of the IFTT service to harmony account you can read the name of your harmony HUB)
from IFTTT create a new applet with starting point an assistant phrase in your own language (this phase) and ending point with an harmony activity choosen from the drop down menu (that phase)
done - talk with your google home in your language
